	- INCOMPATIBLE CHANGE: split into two modules, new module
          AnyEvent::Watchdog::Util is not responsible for controlling.
        - heartbeat can now *really* disable the heartbeat.
        - new function: restart_in, like restart but without exit.
        - new function: on_exit, for safe cleanup-handlers.
