Log Message:
- detect missing tiles or faces in map1a
- delay map drawing a tiny bit when some faces are missing, in the
  hope of being able to fetch them from the database.
- do not rate-limit refreshes to 60hz
- do refresh in an idle handler
- poll events independently from refresh
