fixed the difficulty >= 999 in fix_generated_item. shop_floors and treasures can set something like this to ensure generation of artifacts.
fixed some weirdnesses with difficulty in fix_generated_item. also ran indent -gnu -nut over the function.
Fixed magic_from_difficulty by scaling down difficulty to the range 1-31
redone formula for level calculation of rods, staffs, wands and scrolls
changed treasures: removed ring treasures and replaced them with money/gem treasures. and added 2 functions to the perl interface for the bank script fix.
