changed minor detail with the NPC

redesigned regular army join quest. should be more obvious now and also
works if multiple players do it and the map with the npcs didn't reset yet.

obviously, many buttons have bogus "protected" values. thes ehave been converted because

- it doesn't change interpretation by the server
- it should not make a difference to buttons and other connectables
- it was a pain in the ass to separate them
