- rename world-overlay to world (mostly), as to not lie about map paths
- disable the skip_block thingy again, its harmful

added some convenience functionality to gen_worldmap. see 'gen_worldmap -h'

added palette generation by script call 'gen_worldmap palette' to generate
a palette.
